Decouple from ndn web, generate html in ./html.
Expected usage is now

  docker run -v /var/www/html/radsecproxy:/usr/local/src/radsecproxy-web/html IMAGE

and have a web server use /var/www/html/.

environment variable.

This is now supposed to run a "data volume container" and won't start
any long-running process but rather just generate HTML.
